LARA Summarily Suspends Jackson County Child Care Group Home License

September 20, 2016 – (RealEstateRama) — The Michigan Department of Licensing and Regulatory Affairs (LARA), Bureau of Community and Health Systems (BCHS), issued an order of summary suspension and notice of intent to revoke the child care group home license of Jackson County provider, Lisa Riggins, License #DG380315601, at 3800 Dormay, Jackson, MI 49203. This action resulted from a recent investigation of a complaint of the group child care home.

The September 16, 2016, complaint investigation found violations of the Child Care Organizations Act and administrative rules regarding caregiver and child care home family and caregiver responsibilities. LARA took emergency action to protect the health, welfare, and safety of the children involved.

Effective 6:00 p.m., September 16, 2016, the summary suspension order prohibits Lisa Riggins from operating a group child care home at 3800 Dormay, Jackson, MI 49203, or at any other address or location. Accordingly, she may not accept children for care after that date and time. The order also requires Lisa Riggins to inform all of the parents of children in her care that her license has been suspended and that she can no longer provide child care.

Lisa Riggins has held a license to operate a group child care home since October 27, 2011. The license was for 12 children.

Michigan law defines a group child care home as “a private home in which more than 6 but not more than 12 minor children are given care and supervision for periods of less than 24 hours a day unattended by a parent or legal guardian, except children related to an adult member of the family by blood, marriage, or adoption. Group child care home includes a home in which care is given to an unrelated minor child for more than 4 weeks during a calendar year.”

Lisa Riggins has the right to appeal this suspension. The case will be forwarded to the Michigan Administrative Hearing System (MAHS) for a hearing date.
