DHS Summarily Suspends Adult Foster Care Small Group Home License

LANSING, – July 31, 2012 – (RealEstateRama) — The Michigan Department of Human Services (DHS), Bureau of Children and Adult Licensing (BCAL) has issued an order of summary suspension and notice of intent to revoke the license of St. Clair County adult foster care small group home licensee Cathey Elsacker. Ms. Elsacker operates Oasis Senior Care adult foster home, #AM740092424, 1218 Center Road, Port Huron, Michigan 48060.

The July 24, 2012, complaint investigation found violations of the Adult Foster Care Facility Licensing Act and administrative rules regarding administrative capability, resident nutrition, qualifications of employees, and resident protection and safety. BCAL took emergency action to protect the health, welfare, and safety of vulnerable adults.

Effective 9:00 a.m., July 30, 2012, the summary suspension order prohibits Elsacker from operating an adult foster care small group home at the Center Road address and at any other address or location.

Accordingly, she may not accept physically handicapped, developmentally disabled, mentally ill and aged adults for care after that date and time. The order also requires Ms. Elsacker to inform all guardians of adults in her care that her license has been suspended and that she can no longer provide adult foster care.

Ms. Elsacker has held a license to operate a small group home since August 20, 2001. The license was for 12 adults.

Michigan law defines an adult foster care small group home as “an adult foster care facility with the approved capacity to receive 12 or fewer adults to be provided with foster care.”
